Sugar Bombs are a player cell activated, per server spawn, pick up history list item. If you don't know what any of that means, please have a read over my how spawns work guide first.
There are two types of Sugar Bombs in game.
Clean Version
The clean non-irradiated version is pretty much useless. Keep a handful of the clean versions for the eat x amount of pre-war food score challenge and sell the rest.
The clean versions can be found:
On Deathclaws, Scorched, and other enemies
In US Government supply drops
Via the Sunshine Meadows Industrial Farm workshop
Dirty Version (irradiated)
The other version is the irradiated "dirty" version. This version is the most useful and one of the hardest to farm for.
The most efficient way to farm large quantities of irradiated sugar bombs at once is to claim 10 or more workshops and place one of the below-mentioned collectrons in each workshop. It takes about an hour for the collectrons to fill up.
While they are out collecting, go and check some sugar bomb fixed spawn locations but keep in mind that you may not get as many spawn on a private server.
Alternatively, if you have the caps available, you can purchase them from player vendors and NPC vendors as you see them.
You can also arrange a trade with other players for them.

You can request this collectron from Bethesda Customer Service.
If you wish to choose a different skinned collectron such as the raider or communist bot, simply use the terminal attached to the collectron base and select "Fasnacht Treats! " for the Fasnacht loot pool or "Xmas Gifts!" for the Santa loot pool.
Note: If you are using the FETCH skin collectron, his loot pool is diluted with his default settings so he will always have circuitry as well as whatever collectron function you have chosen.

Treasure maps can be found on enemies with a crown next to their name, in containers or obtained via trades with other players.
Treasure maps are weightless so it is worth stockpiling at least 50+ of each and then hitting each dig site in one go.
Forest maps - 0.39% chance per map for irradiated sugar bombs.
Toxic Valley maps - 1.1% chance per map for irradiated sugar bombs.
Savage Divide maps - 0% chance per map for irradiated sugar bombs.
Ash Heap maps - 0.39% chance per map for irradiated sugar bombs.
The Mire maps - 0% chance per map for irradiated sugar bombs.
Cranberry Bog maps - 0% chance per map for irradiated sugar bombs.

Below is a data-mined list of every single fixed spawn location for irradiated Sugar Bombs in game.
There is a 50% chance spawn rate on these locations. Due to how spawns work in the game, it is recommended to always farm for world objects on public servers.
If the sugar bombs are not there when you first visit, either it hasn't spawned for you or another player has taken it. It can be worth doing a second trip to these locations while on the same server on the off chance that they will respawn.
If you find irradiated sugar bombs in locations not listed below, then you have found a pre-war food spawn location. These spawn locations use the pre-war food loot pool. So while you could get a box of sugar bombs there today, it could be a box of fancy lad's snack cakes tomorrow.
You can farm the below sugar bombs spawn locations in one of two ways:
The first way is to collect all the sugar bombs, hit the book house, server hop, collect the sugar bombs, hit the book house, server hop, rinse and repeat.
The second way will net you more sugar bombs but you are going to need two Xboxes and or a friend. To make it easier to explain, you will be player #2, and your friend or second Xbox is going to be player #1.
Player #1 needs to reset their pick-up history list and then server hop to a new server.
Player #1 then needs to fast travel to the first sugar bomb location and stand next to it.
Player #2 needs to wait until Player #1 is standing next to the sugar bombs before fast travelling to the first sugar bombs location (this is an important step).
Once player #2 arrives, player #2 can pick up the sugar bombs.
Player #1 then needs to fast travel to the second location and stand next to it.
Player #2 needs to wait until Player #1 is standing next to the sugar bombs before fast travelling to the second sugar bombs location.
Once player #2 arrives, player #2 can pick up the sugar bombs.
Rinse and repeat for the next location
Server hop and do it all again
Player #1 must not touch the sugar bombs at all. If player #1 accidentally picks up the sugar bombs, then they will need to go and reset their pick-up history list, server hop and start the run again.

Be careful of the land mines here as the explosions can move the sugar bomb box.

Stand on the roof of the portable building and look NNE. You will see a make shift temp bridge in front of you. Cross that bridge and keep walking straight until you see another make shift bridge with rails on your right. Cross that bridge and keep walking straight until you end up in the water, you will know if you are in the right place as there should be a make shift bridge on your left. Turn right and follow the river bank along while still walking in the water until you see the tunnel on your right. The sugar bombs are on the floating platform next to the skeleton.
NAR Repair Yard

From the front door, turn right at the T junction and follow the corridor all the way to the end. Turn left through the double double doors and then take your first right. If you look up, you will see a broken floor above you. You can jump up to that floor or take the stairs, both of which are marked in the photo below.
Walk forward and through the double double doors and turn right. Follow the corridor down until you get to the third door on your left. Enter the room and turn left through the hole in the wall and you will see the sugar bombs on the floor in front of you.
Either run back the way you come to get back to the front door or fast travel to the asylum and run back inside.

From the front door, turn left and open the metal doors. Walk forward until you see the orange BOS flag in front of you and keep walking until you get to the end of the corridor. Turn right through the double double doors then turn left and follow the corridor (stay on the ground floor) until you get to the last door on your right. Enter the room on your right and jump through the hole in the wall on your left. Enter the first room on your left and the sugar bombs will be on the top shelf of the small metal table on your right.

From the front door, turn left and open the metal doors. Walk forward until you see the orange BOS flag in front of you. Jump up on top of the fence on your right, turn around and jump up onto the floor above you. With a few quick steps or a jetpack walk over and stand next to the skeleton in the wheelchair. Enter the doorway on your right and the sugar bombs are on the small table in the middle of the room.

From the front door, turn left and open the metal doors. Walk forward until you see the orange BOS flag in front of you. Jump up on top of the fence on your right and then jump up again onto the floor above you.
Go up the metal stairs on your left then turn left again and walk through the double double doors. Follow the corridor down until you see a white fridge on your left. Enter the doorway just past the fridge and the sugar bombs are on the bench.

From the white fridge above, follow the corridor straight until you reach the end. Turn right through the double doors and then left onto the corridor. Walk straight until the second door on your left. The sugar bombs are tucked away in the corner of the door frame.
