After upgrading Josie to Tier 2, make sure to exhaust all the dialogue options with her.
Once you’ve gone through all the conversations, the option to upgrade her to Tier 3 will become available with Marley. You might need to have several conversations with Josie before the Tier 3 upgrade unlocks.
You’ll know the option is available when the plan for Josie’s snow globe drops.
To complete all the dialogue options, you’ll need an Addictol and Calmex in your inventory.

Brahmin Buffs
These buffs only need to be bought once, are permanent, and stack with the other Brahmin buffs.
If you’re new, low-level, or not ready for heavy combat, the constant enemy attacks on the caravan can make it difficult to keep the Brahmin alive. Consider investing some time and Supplies into buffing your Brahmin first. This will make farming the event and earning supplies easier in the long run.
For experienced and combat-ready players who want to complete the grind as fast as possible, or upgrade multiple vendors efficiently, spending 200 Supplies to hire Josie and purchasing the Cattle Encourager Brahmin Buff (tier 1) is a wise choice. This buff increases the speed of your Brahmin, cutting the event time from 10 minutes to 5 minutes or less.

While this makes the Brahmin faster again, the pace can be uncomfortable to maintain. It stops and starts frequently, and it's starting to use up my AP for chasing the Brahmin instead of saving it for V.A.T.S.
