After being hired: From Marley's desk, face north and walk straight ahead. Stop at the stairs on your right, go up the stairs, and turn left. Follow the hallway down to the grey metal door. Open the door and walk forward a few steps. Ineke's room will be on your right, next to the antiques sign on the wall.

To unlock the vendor's inventory items, plans, and next-tier level, you must go through all their dialogue options. This needs to be done before each upgrade to the next tier. If the option to upgrade doesn’t appear in Marley’s dialogue and you have enough supplies, it means you missed part of the conversation. Go back and talk to the vendor again to complete any missed dialogue, and the upgrade option should then become available.
