I added a mod on my PC that makes the bobbleheads glow, and it's one of my top picks because it makes them visible through walls. The link to the mod can be found here.
In the photos, the green glowing items you see are spawns of Salt, Pepper, Sugar, and Spice. This effect is achieved using another glowing mod I use on PC, which you can find here.
Wavy Willard's Water Park

Avoid entering the park through the main front gate; instead, we'll take a side entrance.
From the fast travel point, head northeast. In the distance, you should spot a giant green crocodile. Make your way toward it, jumping or jet-packing over fences and walls as needed until you reach the blue slide emerging from the crocodile's mouth.
Climb up the slide and enter the crocodile's mouth, but be cautious of the bear trap and punji boards. The bobblehead will be located on top of a small metal shelf next to a white table and an ammo box.

From the spawn point above, head back down the slide until you reach a hole in the wall on your left. Turn and jump through the hole, heading south. Walk straight ahead slowly and stop at the first pool on your left.
Turn left and move forward. You'll notice a hole in the floor of the pool. Jump through the hole and turn southeast. The bobblehead will be on top of the toolbox, sitting on the metal shelf in front of you.

From the spawn point above, turn southwest and follow the corridor and stairs up until you reach the outside.
At the top of the stairs, turn southeast and run forward. Jump over fences, buildings, and any obstacles in your way until you reach the Wavy Pool.
Once there, turn east and head over to the locker bay (a building with no walls).
Go up the stairs on the left, and the bobblehead will spawn inside the first open locker, in the third bay from the left.

From the spawn above, turn and face southwest. Run straight forward, jumping over fences until you reach the maintenance building at the end of the Wave Pool. Enter the maintenance building, and the bobblehead will spawn on the board on the wall above the armor workbench.

Willard Corporate Housing

From the fast travel point, walk straight toward the broken trailer home in front of you. Enter through the hole in the back wall, and the bobblehead will spawn on the desk next to the broken terminal on the south wall.

Black Bear Lodge

From the fast travel point, run straight ahead toward the Lodge. Stop at the rusty car parked in front of the lodge, then turn to face the collapsed deck. You should see a broken door leading into the lodge under the collapsed deck. Enter the lodge through this broken door and turn east. Walk forward until you reach the stairs leading down to the basement. Follow the stairs down and continue straight until you reach the room with the terminal console. The bobblehead will spawn on the desk next to the cardboard box and the green desk lamp.
Philippi Battlefield Cemetery
1 spawn
From the fast travel point, veer slightly north and head toward the main building. Enter the building and turn right to face the counter. Jump over or walk around the counter, and you'll find the bobblehead on the shelf underneath, at the far right end.
Pioneer Scout Camp
2 Spawns
From the fast travel point, follow the path straight ahead toward the wooden tower in front of you. Use the log to climb to the top of the tower, where the bobblehead will spawn next to the enamel bucket and sack. You may also find a bottle of Nuka Cola or Nuka Quantum here.

Turn around and walk back down the tower, stopping at the end of the log bridge. Turn southwest and head over to the building marked "Mess Hall." Enter the building and take the stairs on your right to the second floor. At the top of the stairs, walk straight and jump onto the picnic table. Look up, and you'll see the bobblehead in the rafter.

Grafton Dam
1 spawn location
From the fast travel point, run west and follow the road until you reach the rusty van on your right. Turn right and jump or jetpack over to the building. Assuming you already have the key to unlock the door, enter through the blue door and turn right. Follow the catwalk around and go up the stairs. Continue following the stairs and catwalks up and around. The bobblehead will be on the desk next to a typewriter, against the south wall, generally near where Mad Dog Malone spawns.
Eastern Regional Penitentiary
3 spawns
From the fast travel location, follow the road east. Continue along the road until you reach the back loading area of the prison, where you'll see a red truck and trailer. Jump onto the top of the truck and face west. You'll spot a guard tower in front of you. You can either jetpack to the top of the tower or run over to its base and take the stairs up. Once at the top of the tower, step outside and walk around the catwalk until you reach the balcony on the north side. The bobblehead will be below you, on the wall.

From the spawn above, follow the catwalk around until you are on the south side of the tower. Look straight ahead, and you will see another guard tower in front of you, across the courtyard. If you have a jetpack, you can fly and jump over to the tower. Otherwise, face west, jump off the tower, go past the church, and use the broken parts of the prison building to climb up to the top wall. Then, run around to the guard tower on the south side. Enter the guard tower, and the bobblehead will spawn on top of the terminal console in the northwest corner of the room.

From the spawn above, exit the guard tower and stop at the bottom of the stairs. Face east and jump over the short wall in front of you, then continue walking east until you reach the corner of the building. Jump over the short wall again, and look for the two black chimneys in the corner. The bobblehead will spawn at the base of the chimneys, next to a skeleton.

Becker Farm
2 Spawns
From the fast travel point, follow the road west and enter the first house on your right. Walk up the stairs, and the bobblehead will spawn on the corner of the desk, next to the red trunk, on the eastern wall.

From the spawn above, turn south and run forward through the broken wall and out onto the bridge. Turn west and head over to the light green house in front of you. Enter the house and run up the stairs to the top. At the top of the stairs, face southwest, and the bobblehead will spawn on the dresser next to the bed, in front of the radio.

Lady Janet's Soft Serve

From the fast travel point, face west and run straight ahead. Continue running forward and jump onto the roof of the broken trailer. Walk along the middle of the roof in a northwest direction until you reach the end. Look down, and the bobblehead will spawn just inside the roof at the end.
Cobbleton Farm
1 spawn
From the fast travel point, run straight up the hill toward the map marker. Continue running until you reach the wooden building, and stop when you see the pile of red, blue, and purple drums. Jump or use your jetpack to reach the roof of the building, and the bobblehead will spawn in the middle of the roof.

Clancy Manor
1 spawn
From the fast travel point, run straight toward the Manor, but don't enter the building. Instead, climb up to the roof using the trees and branches, or your jetpack. Once you're on the roof, head over to the small white chimney cap with a red roof (to the west). The bobblehead will be on your right (north), resting on a piece of wood next to a fusion core spawn.
The Crosshair
2 Spawns
Try to take out the enemies with Missile Launchers first, as their explosions can displace the bobbleheads from their locations.
From the fast travel point, face east and run over to The Crosshair (don’t forget to grab the Firecap along the way). Clear out all the enemies, then head to the cooking station in the middle of the area. Turn north and walk toward the Raider Cage with the blue cooler on it. The bobblehead will spawn on the right side edge of the Raider Cage.

From the above bobblehead, turn east and walk past the Radstags hanging from the metal bar, stopping at the white canvas with the red Blood Eagle logo on it. Turn right and slowly walk forward. The bobblehead will spawn on the corner of the wooden crates, next to the armor workbench.
