I added a mod on my PC that makes the bobbleheads glow, and it's one of my top picks because it makes them visible through walls. The link to the mod can be found here.
In the photos, the green glowing items you see are spawns of Salt, Pepper, Sugar, and Spice. This effect is achieved using another glowing mod I use on PC, which you can find here.
Relay Tower EL-B1-02
1 Spawn
From the fast travel point, follow the path up to the tower. Enter the tower through the front door near the jeep, and head toward the northern wall of the tower. Once there, turn around, and the bobblehead will spawn on the desk next to the working terminal.
Johnson's Acre
2 spawns
From the fast travel point, turn northeast and walk forward along the edge of the cliff. When you reach the Mothman totem pole shrine in the corner, jump down to the ground. Follow the path east behind the building, and stop when you reach the red outhouse on your left. Open the door of the outhouse, and the bobblehead will spawn inside the toilet box.

From the spawn above, face east and walk forward, veering slightly right until you reach the cliff face. Jump, jetpack, or run around and climb up until you're at the top of the pile of rocks. Activate all three flamethrowers in front of you and to your left. Then, face west and walk over to the fire barrel on your left. The bobblehead will spawn between the fire barrel and the scarecrow, against the wooden fence.

Makeout Point
2 spawns
From the fast travel point, turn and face South. Walk forward and stop at the car on your left. The Bobblehead will spawn inside the car, on the left side.
From the car, turn and face NW. Walk forward and stop at the toilets on your right. Enter the first bathroom and the Bobblehead will spawn in the rafters, on the right side, near the sink.

Hawksbill Weather Station
1 spawn
From the fast travel point, run forward through the main gate and stop when you reach the control tower on your right. Turn right and run straight toward the green shipping container in the distance, jumping over a wire fence to reach it.
Climb on top of the container and face east. Keep jumping up using the other containers and cement walls until you reach a platform with a sleeping bag on it. The bobblehead will spawn just in front of the wooden crate, next to the sleeping bag.

Grindstone Arch
1 spawn
From the fast travel point, run straight forward and jump up onto the bridge with the metal railing. Continue forward and slightly to the left, crossing over the wooden bridge.
Walk slowly forward, and you'll see a second wooden bridge on your right. Turn and cross the bridge. Enter the hut/shack on your right, and the bobblehead will spawn on the desk next to the terminal and the lit lantern.
High Knob Lookout
2 spawns
From the fast travel point, run forward and either open or jump over the gate. Continue running straight toward the guard tower. Begin at the bottom of the stairs and slowly make your way up. The bobblehead will spawn on your left, just before the base of the second set of stairs leading up the tower.

From the spawn above, turn and face northwest. Jump over the rail, walk forward, and stand on top of the cage where the Yao Guai is held. Face northeast, then run forward and down the cliffs until you reach the road.
Turn left and follow the road until you see a red ute/pickup truck on your right. Turn right and follow the path to the end. Walk up the stairs and continue to the end of the lookout platform. The bobblehead will spawn at the base of the Steel Jack statue.
Rapidan Camp
3 spawns
From the fast travel point, run east, past the police car, and jump the fence. Continue jumping over the second, third, and fourth fences, and stop at the notice board on the corner of the garden. Turn southeast and run toward the building in front of you. Enter the building via the deck on your left. The bobblehead will spawn on the shelf above the fireplace, next to the bear head on the left.

From the spawn above, turn around and exit the building. Face northeast, and you’ll see a broken white satellite dish and tower on the other side of the lake. Swim, jetpack, or run around to the satellite dish. Stand at the base of the satellite dish and face west. Walk over to the green trailer in front of you and enter the trailer. The bobblehead spawns on the shelf with the robot models in the second room with the bed in it.

From the spawn above, turn around and exit the trailer. Face north and walk over to the row of trailers in front of you. Enter the trailer and turn right. The bobblehead will spawn on the desk with the terminal at the very end of the trailer.

Dark Hallow Manor
1 spawn
You will need the Dark Hollow Security Key to unlock the door. You should have this key if you have completed the Skyline Valley Vault 63 questline.
Fast travel to Dark Hollow Manor and select the "Exterior" option on the pop-up. From the fast travel point, turn southwest and run forward. Keep running, past the Lost and all the cars, until you reach the Guard House built into the stone wall. Enter the Guard House, and the bobblehead will spawn on the ground next to the filing cabinet on the north wall.
The Trading Post
2 spawns
From the fast travel point, turn southeast and walk forward until you reach the second green car trailer. Turn right and jump over the top of the trailer with the wooden crates in front of you. Turn around, and the bobblehead will spawn on the trailer in front of you, next to the stove.

From the spawn above, turn and face east. You’ll see a white and green trailer home in front of you. Walk over and enter the trailer, and the bobblehead will spawn on the desk near the door on the southeast wall.

Stony Man Lookout
1 spawn
From the fast travel point, follow the path west and stop at the entrance. Clear the area of enemies, then return to the entrance. Turn north and jump up, following the fence. The bobblehead will spawn on a post on your right, just before the first hut.
Camp Liberty
2 spawns
From the fast travel point, turn south and run forward. You’ll see a rough dirt path on your left; follow it toward Camp Liberty. Walk through the gap in the wire fence and continue forward until you reach the front of the cabin on your right. Turn south and jump up onto the roof of the cabin. The bobblehead will spawn on the roof, at the edge of the porch.
From the spawn above, head over to the "Welcome" totem pole at the front entrance of the camp. Face east and either run around or jetpack over the top of the main building until you reach the theater/stage area behind the main building. Keep heading east, jump up on the stage, and go behind the projector. Walk through the gap in the curtains to the back of the stage. The bobblehead will spawn in the last locker on your left, next to the mannequin wearing the pink dress.
Slumber Mill Motel
1 spawn
From the fast travel point, turn southeast and run over to the motel building on the right side of the road. Stop in front of the van and turn south. Walk forward and follow the corridor until you reach the second door on your right, marked "Poker Tournament." Enter the room, walk straight a few steps, and you’ll find the bobblehead on the right-hand side of the desk behind the security cage in front of you. You can reach the bobblehead without entering the room, but the door only has a level 0 lock if you need to go inside.
Naked Creek
2 spawns
From the fast travel point, turn east and follow the path. When you reach the main road, turn right and continue along it. Keep going until you see an ice cream stand on your right. Turn right into the car park and keep heading west until you reach the red pickup truck on your right. The bobblehead will spawn on the sleeping bag in the back tray.
From the spawn above, turn south and head over to the ice cream stand/building in the corner. Enter the building from the back, and the bobblehead will spawn on the counter next to the radio on your right.
